CCI opened its doors in 1969 when a cadre of volunteer health professionals working with the City of Rockville's Roving Youth Leader Program, began providing health care to teens and young adults joining the "counter culture."

In March 1996, the state of Maryland awarded CCI the Montgomery County contract for the Special Supplemental Women, Infants and Children (WIC) nutrition Program, with an initial enrollment of 7,600 participants. Currently the program serves over 31,000 participants in Montgomery and Northern Prince George's County, making it the largest WIC program in the state.

CCI incorporated as a nonprofit agency and operated in a historic home in Rockville. 

CCI established a new Family Planning program in Greenbelt, co-located with a WIC services site. 

The 1980s brought significant expansion, as CCI established health centers in Silver Spring and Gaithersburg. 

WIC program expanded further to include on-site CCI employees working with new and nursing mothers before their maternity discharge from local hospitals.
